When a double glazed window goes misty, it means the seal around the edge of the unit has broken down and let moisture in between the two panes. Once it's there, no amount of cleaning will shift it - and the window has lost a lot of its insulation value too.

Why do double glazed windows go misty?+
Modern sealed units have a desiccant strip around the edge that absorbs any tiny amounts of moisture. Over time - usually 10–20 years - the rubber seal degrades and lets water vapour in faster than the desiccant can cope. Once that happens, condensation appears between the panes.
Do I need a whole new window or just the glass?+
Almost always just the glass. The frame, hinges, locks and handles are normally fine. Replacing only the sealed unit can be 60–80% cheaper than a full replacement window.
How much does it cost to fix a misty window?+
